Introducing: The Commonwealth of Virginia Office of Data Governance and Analytics
Thursday, July 1, 2021
When Carlos Rivero was appointed as CDO in 2018, he never imagined that in less than three years he would be overseeing the Office of Data Governance and Analytics (ODGA). Flash forward to Summer 2021, and ODGA has been established as an Office within the Office of the Secretary of Administration thanks to the signing of SB1365.
What is ODGA? We’re glad you asked!
ODGA is everything that CDO Carlos Rivero has been doing since 2018 but on a larger scale. Now, instead of being a one-man-band, Carlos now has a staff of twelve (including him) that work on data governance, discovery, and sharing.
What professional positions are a part of ODGA?
ODGA includes the following positions:
- Chief Data Officer
- Deputy Chief Data Officer
- Communications, Outreach, and Engagement Manager
- Communications Analyst
- Data Analyst
- Power BI Specialist
- Project Coordinator
- Technical Project Manager
- Data Engineer
- System Administrator
- Database Administrator
- Data Analytics Specialist

What is ODGA’s mission?
To maximize the value of Commonwealth data through strategic governance, secure and appropriate data sharing, and enterprise analytics services informing actionable intelligence that helps Virginians live better lives.
Why now? Why in 2021?
The COVID-19 pandemic has shown the world just how important data is. Data is a binary representation of what is going on in the world. Agencies and localities now more than ever need to understand situations and challenges, and how to best mitigate those challenges for the benefit of the constituents they are serving.
